If he meant it...he's a dick/douchebag. If he was merely "checking the box" and had to do so to make sure he wasn't fired and never planned on enforcing the law...ok...I can live with that. The REAL douchebags are those who can't see celebrations for what they are...a very exceptional event that doesn't happen often...like 1x per year. If there is a smoking ordinance and it encompasses celebrations as well, the douchebag who made that law/signed that law should be voted out of office. That's not the intent of that law.
