It's the 3 at the back system. There might be only one team that can play it super well internationally, and that is Italy. Otherwise it is overly defensive, because teams rarely ever play with 2 strikers. England is attacking the 3 at the back the right way, with wingers high to pin both the wingback and the CB back.
England is way too narrow defensively too. Germany just had two good chances.
