Ok here are two questions I am curious about as a casual fan.
Why doesn't the player who is fouled take the penalty kick?
From my wife, why doesn't the goal keeper wear the same jersey as the other players on the team?

Goalkeepers wear different jerseys so you can tell them apart from the other players

Because that person isn't even on the field. Again, FIFA likes to keep power ON THE FIELD. And again, not that FIFA generally does things right, but I think this is something they do right.

How is giving the job to someone else more efficient? The ref is the one with the whistle so he is the one with the watch. I'd say that's very efficient.

When was the last time stoppage time was an exact number and not rounded off to the nearest whole or half minute?

Because you're allowed to do otherwise. It's not easy to do generally, harder after you may or may not have had the shite kicked out of you. But ultimately, you're allowed to choose whomever. It's just one of those things. If Ronaldo or Messi get taken down, they're taking the penalty unless they're hurt.

If I'm in the lead of a match by a goal, I'd want the game ended when it is supposed to end. And if I'm down in a match, I'd want to know that we played the full time that the game was stopped in the previous 90 minutes.

I realize that you're coming at it from a very Americanized mentality, but it simply just isn't as important that the game last *exactly* a certain amount of time and no more/less.
I know that's going to be a difficult concept for you to understand, but the sooner you become a little more open minded the better off you'll be.

Nope. There's quite a bit I would change. The difference here is that I understand the sport as I've been playing and watching it for 25 years now. I would start with things that actually matter and not things like making sure the game ends at the exact millisecond it should, though.
