I believe this is the actual point
The administration claimed long-term damage to the facilities and capabilities and yet short time later, they argued more was needed.
So was the previous assessment wrong, politically influenced or were the Iranians more resilient - possibly with outside (Russian) assistance?
I may have missed it but has the administration said why those earlier proclamations aged badly?
