Perhaps you can expand on your thinking of how hurting the civilians of Iran (that their regime doesn't care about) helps is achieve these goals.

No it clearly states "civilian property" cannot be targeted. A civilian is a person whose primary occupation is civil or nonmilitary
I've not yet encountered one single civilian who owned an "energy infrastructure". In fact all "energy infrastructure" in Iran is owned by the government

Literally in the Geneva Convention. It's a war crime to destroy and attack civilian infrastructure.
So much so, a Catholic Bishop affirms this. These types of attacks are not Christian. They are not humane. They are not what the West and the US are built upon.

I think you intentionally left out that the ICC does not apply as I quoted but, IRGC use the water supply and electricity to commit terror so the justification is tjere if it swiftly ends this conflict
If the assessment is months of no water or electricity that is another dynamic

Iran is a signatory to the Geneva convention so all of their crimes might apply however they are not a signatory to the ICC so they cannot be held accountable and the ICC cannot get involved with non signatories
