Will JBE use Hurricanes to keep La in Phase 2?

Will this be one of the reasons he keeps Louisiana in phase 2? Or will he proceed to phase 3? What say the experts?

When does he announce moving to phase 3 or staying in 2? Tuesday or Thursday? Nobody thinks a move to phase 3 considering COVID Numbers looking better?

I never thought Phase 3 would even be considered until after Labor Day. They won't want people out there thinking they can have big Labor Day parties.

We are too close to Labor Day and we cannot be trusted to make decisions for our selves. There was no way JBE will allow Phase 3 before Labor Day.
Also, he will use the "rise in cases" from schools as another reason to continue the delay. Some areas are scheduled to begin classes this week (not sure how hurricanes will affect this), and we need to wait 1-2 weeks after schools open to assess.

Since there is over 3000 homeless in Louisiana and 600,000 in American there should be dead bodies everywhere...so where are they? Why isn't the body count higher if people are dropping like flies?
