A grand jury can, will, and has indicted anything the prosecution asks it to.

Information is not illegal, unless it is classified. If Vladimir Putin himself passed on information to anyone about dirt on Hillary, that is not illegal. Unseemly? Wrong? Unethical? Perhaps all those things. But no one is going to jail for that meeting.
