I just came back in to say I made this post last night, responded once, and then went to bed.

That's not the problem. The problem is that they don't wear badges that could lead to identification like regular cops. All they are required to wear is the vest with ICE written on them. ICE Agents can provide you with ID if asked but are not required to.
Potentially they can engage in violations of civil rights and there is no recourse because you would not know who the individual ICE agents are. Even FBI Agents are required to present ID once they apprehend you. Not so with ICE....or at least they don't as a matter of course.
