Oh no no. California was hit with "atmospheric rivers". They are the wet version of a "polar vortex".

Cloud seeding is analogous to using boiling stones in glass labware. Boiling stones create a nucleation site for phase change to begin (and sustain).

Same thing with silver iodide. It creates a nucleation site for water vapor to phase change from gas to liquid.


For an easy everyday example, the next time you boil pasta on the stove, bring the temperature of the water up to the point where you just begin to see bubbles forming on the pot surface. Once you see those bubbles throw your salt into the pot. The salt will immediately make the water fizz. Those are the nucleation sites for phase change from liquid to gas. Those molecules at those sites just needed a little push to separate themselves from each other, liquid to gas.
