Why isn’t the two Chinese arrested with Agro pathogens considered an act of war?

The Chinese are clearly trying to attack our food supply that is also dangerous to humans and animals.

They have already attacked us in multiple ways.
-Chemical warfare (fentanyl)
-Bio warfare (Covid)
-Financial warfare (market manipulation)

It's an Act of War and it's illegal to use biological pathogens under International Law.
I have no idea why the USA ignores these facts. Perhaps it is because, in truth, the USA is incapable of any kind of appropriate response, so, to avoid public embarrassment, the USA pretends that it never happened.

I think most reasonable people do consider it an act of war. (Covid, too.) But declaring that publicly means we have to respond publicly. Sinking a couple of Chinese ships would risk massive escalation with nothing gained. Quietly working to wreck their economy seems like the proper response.

Thank you! I said the exact same thing yesterday. We should be responding to this far more harshly than we seem to be.
I'd also suggest immediately kicking out every Chinese student and researcher in the country. Revoke thier visas and deport them. They are all spies and have no business in this country.
Also, Trump need to sign a new EO halting and forbidding the sale of any land to China (or any foreign entity) for that matter. This is crazy.
