Not disproportionate when whites are 60+ percent of the population, and it would be a lot lower anyway if it wasn't so easy to attach "hate crime" to white criminals as compared to other races. It's near impossible to tag a muslim terrorist with a hate crime, but that's exactly the reason for their attacks.

First, whites are the majority.
Second, most prosecutors choose not to seek "hate crime" charges against minorities (BR gas station attack a few years ago)
Third, even your stats show a decline such that the majority is actually under 50% by 2015.
Four, "hate crimes" are complete bullshite.
