No. Kulaks were people that had more than you did. Everyone became a Kulak when your home/farm came at risk. You informed on people that had more than you because you were starving and selling your children.
You know who the rich are? People that make $5k a year more than you, nearly no matter what you make. Jealousy and envy writ large. They used it. Then when you and your kids are starving, you do whatever you need to do to to feed them.
