Russia is as well, but the state has more power relative to the oligarchs, compared to the US. Putin can and does tell the oligarchs no.

Russia is a mafia run gas station with probably the lowest standard of living in the west. A lower life expectancy than just about any country outside of Africa. Internal infrastructure sucks.Outside of Moscow and St.Petersburg most of Russia is barely second world.
Culturally, Russia has about a 6% church attendance rate. High levels of poverty a declining birth rate and a high abortion rate that makes ours seem conservative by comparison. The corruption in day to day life is almost cartoonist. In the US if you want to start a business you can with minimal interference overall. In Russia if you want to start a business first pay off the state and then payoff the oligarchs and mafia......then you can be "partners". Good luck at obtaining any real ownership of land.

Russia is an authoritarian dictatorship who is friends with other authoritarian regimes, for various reasons. They have a lot more in common than free, western liberal democratic nations
