Nobody. Schools should all be private with non profit support for how to get your kid enrolled. Local and state taxes pay whatever the current amount is per kid.
Allow for parents to choose where to send kids and the amount to spend for high achieving schools. If your kids a shithead, he goes to the bottom of the barrel school and gets separated from the others. Schools compete for students for whatever the market dictates, vocational, stem, or liberal arts.

Magnet school are public schools so yes. I didn’t consider that I should differentiate between private and public schools but I see that I should have. I was referring to public schools in the OP.

In my experience, the private sector does a better job of educating children.
