John McKeithen. Built the Superdome and behind payments to KKK leaders to quell racial violence in Louisiana in the 60's. That took courage and risk taking to keep Louisiana from erupting into more violence and killings.

Huey Long did give Louisiana paved roads, but the answer is Big John McKeithen from Columbia, Louisiana. Hands down the best.

Not that he was the "best" governor, but the best quote in the history of Louisiana politics comes from Edwin Edwards in his successful 1983 governor's race against Dave Treen: "The only way I can lose this election is if I'm caught in bed with either a dead girl or a live boy."
