I didn't read the full article since I have no desire to sign up to the Long Island Press. I suspect they're referring to the added stress that will be placed on the health care system. Blacks and Hispanics have greater complications related to maternal health than Whites. They also tend to have more children than Whites.

They are, but it's different. I lived in Buenos Aires for 5 years. The locals there discuss this topic often. They say the difference between America and Latin America is religion, specifically that America was shaped by Protestantism and the Protestant work ethic that emphasized individual responsibility, hard work, discipline, and frugality as the path to success. Otoh, Latin America was shaped by Catholicism, which, at least in Latin America, has been much more liberal and much more politically and socially subversive
