He's trying to say that Trump put a continuity of government plan together where others are running the country and Biden is just playing the part.

It always has been hard for me to decipher the chain of logic behind the theory that Trump allowed Biden to be installed as President as part of a grand plan but I bet the man in that interview knows the difference between a man and woman.
