France did it just a year ago. And yes, they howled.
I'm not sure if Turkey should count as a western nation in this instance but in the early 20th century Ataturk banned Islamic head coverings for men and women on pain of death. Ataturk was a pretty interesting guy. He harshly squashed radical Islam in favor of a completely secular government and military. He was staunchly anti-communist while still being somewhat hostile to the West. And of course he was rumored to love children in all the wrong ways.
