Term limits could and should be done at the state level but because these political positions of power are federal in nature the congress should impose limits on themselves, just like the office of the president.

Term limits are fools gold. All term limits do is get these people out of Congress. That doesn't accomplish anything. The idea is to get them out of Washington D.C. Term limits do nothing about that. Term limits don't work in appointed positions. Term limits don't work with lobbying groups, policy centers, polticial thinktanks, and anything in Washington D.C. that ends in Institute. So much of the political influence is part of the government in the same way a flea is part of a dog.
