What are the positives and negatives of this scenario?
All I can see is a dystopian society where the sheep do as they are told and people who support the ruling class will be rewarded with extra privileges.

I think a big impact will be healthcare. Rural America will be hard to “contain” as they will still be able to provide the basics for themselves. The way they’ll weed resistance out is to deny basic healthcare we’ve come to take for granted.
