Montana and Wyoming are pretty heavily touristed, between Glacier, Yellowstone, and Grand Teton. Plus the ski areas, and the fly fishing crowd in the summer.
I’d say the Dakotas, but you’ve got a lot of people coming and going now with the shale boom.
