I’ve explained it multiple times in easy to comprehend language that a simple child could understand.
I’ll try one more time: debating whether CISA’s “recommendations” over critical infrastructure had any teeth is a completely different debate than whether the wording of the original bill mentioned anything regarding a pandemic.
