Yet cops need to know what they are expected to do. Should they stop people drinking in public, or allow it? Dealing drugs? Illegal parking? Public urination? Looting? Prostitution? I don’t care. Make any decision you like, but tell the cops clearly, and do not penalize them for doing what you tell them to do.

I have a high school classmate who is a great guy who told of a police stop where he got pulled over. 4 cars arrived, 2 officers with drawn guns, the officer who pulled him over made him get out of the car. He hadn't done anything wrong and when the assisting cops realized that they made the original cop go back and apologize to him. I know police forces are understaffed and stretched, but they cannot make pre-judgments without any facts.
