What did Trump mean by "insurance for everybody"

"We’re going to have insurance for everybody,” Trump said. “There was a philosophy in some circles that if you can’t pay for it, you don’t get it. That’s not going to happen with us.”
I'm sure it's been discussed but this doesn't sound like conservative talk.

It means everybody will have insurance just not everyone will have the same insurance.

He was a registered Democrat for most of his life. Why would anyone expect him to now be conservative?

I imagine that the goal is to make insurance available so that anyone could afford it, not everyone must carry it to the burden of being under penalty.

I don't think he even knows what he meant by it, so how are we supposed to interpret it? If y'all haven't figured it out yet, Trump typically just says whatever it is he thinks his intended audience wants to hear. Judge him by his actions, not his words. His words have proven to be mostly meaningless.
I do think he wants to craft a replacement plan that garners him adoration. Whether that entails insurance for everyone, or just cheaper insurance and lower taxes for his wealthy friends remains to be seen.

Thinking with his heart and not his head. It's what Democrats do. It will be interesting to see if the Democrats try to fight universal health care because it's a Republican idea now.
