What can be done to fix our criminal justice system?

Crime is way up. Criminals are rarely caught. When they are caught they are rarely prosecuted. When they are prosecuted they serve little time.
When someone is arrested, it is ridiculous how long their rap sheet is. These people often have 12-15 violent arrests.
In discussions with lawyers, cops, judges, etc, it seems to me that resources in the court systems are either too low, mismanaged or both. This is dictating policies of quick release and lenient plea bargains.
And there are segments that think we need to cut these resources further.
What honestly can be done?

Mandatory minimum sentencing, again. It's amazing how crime went down once they started in the 1990s.

Completely overhaul the jails in the US. And I mean completely tear them down and replace everyone involved.

Start charging judges and DA’s when they reoffend. Particularly after multiple offenses and are still allowed to bond out

Some groups of people believe that the police and the judicial system are the problem. I can imagine how they would have come to such a conclusion. Until these citizens decide that maybe this is not the case nothing will change.
I am also not advocating for the government to choose judges. We see how badly that works already.
Change has got to come from the people.

We need more jails, not less.
There are lots of people locked up that shouldn’t be, and more people not locked up that should be.
If you are convicted of a violent crime, especially in commission of a robbery, I see no reason why you shouldn’t be guaranteed 20+ years in prison.
Violence is where we have to draw the line as a society.
Put our criminal justice resources to work solving violence, and I believe the rest falls in line.

Legalizing victim-less crimes (drugs, prostitution, gambling). Issue a basic tax on all of those activities to fund legal enforcement. Ban police from revenue-farming (ticketing, for example).
Issue IQ tests for law enforcement, outlaw police from hiring their cousin for task force.
Create an apprenticeship program for teens that might be interested in fighting crime. The best and brightest can be trained in how to solve cold cases, catch serial killers, etc.

Put people that hurt others in jail for a long time. People who steal, rape, molest, kill, etc
Don’t put people who only hurt themselves in jail like drug users.

People caught and arrested during the act should be killed on site without trial.

That's inhumane. We should go to the system we had when I was growing up. When the cop wants to arrest you he yells 'Stop'. If you try to run he shoots and kills you.
