So you are ignoring the specific statement she made that we would not pay for it and are focusing on the broad reference of "we" to our commitment of involvement as an indicator that we are paying for it?
If you don't believe her statement that is one thing, but you are trying to say she said something that she in fact said the opposite of.

I don't know what it will take for some people to understand that just because we don't own any particular tract of land, that doesn't mean we don't benefit from being involved and influencing outcomes around the world.

I'm thinking we need some really affordable labor that is reliable and won't cause problems......Palestinians are out....hey you think we could make a deal with Victor in Caracas to send all those people we were going to send back to him...or are we just going to do the whole African thing?
