I wouldn't worry about India dropping the first bomb because their growing economy needs friendly consumers in the western world. Dropping a bomb is not a good marketing technique.
Pakistan is most definitely the wild card but they seem to have a history of staying reasonably in line. By no means perfect but they could be way worse.
