Don't bet on that. The cost of labor on mass produced goods isn't significant in a lot of cases. The costs to ship stuff around the world isn't cheap. The prime drivers tend to be the costs of raw materials.
Building manufacturing in the midwest on a rail line would very likely be competitive with chinese manufacturing. The reason china become popular was our government was bought and paid to create regulations rewarding companies to move their business to china.
This is why you are hearing about so many people on chinese payrolls recently (state governors, other congress folks, professors, etc.)

Our sources are back to work after a small increase in the days they closed for the spring holiday.
I am sure the Chinese government’s quarantine actions have impacted their economy but how much it interferes with inputs for US manufacturers we cant measure yet.
The facts are simple. Policies in the USA have given the Chinese opportunities. If we want to bring more manufacturing jobs back to the US we would do better to change our domestic policies. For example,we have real advantages in things like chemical manufacturing because of our natural gas resources we should take advantage of but every time you cut the TV on some lawyer is advertising lawsuits against drug and chemical companies.

If the American consumer has to significantly more for an American-made product, say 20-30% for any given purchase, is that cost off-set by the fact that the money spent on the product stays in country?

Not really.
The thing to consider is if the consumer saves 20% buying an imported product he then has more discretionary income to spend on higher value goods and services.
It is just not true that trade deficits hurt our economy.

Think of this way—I assume you are not working for a Christmas tree light manufacturer who can compete with your actual employer because the government tariffed Americans buying imported Christmas lights so much you are now needed to make those.

Wuhan is a major production area for disposable garments (masks, gowns, smocks, aprons, sleeves, hairnets, etc.) and the manufacturers we import from are all on allocation. Chinese government has stepped in and seized stock on some goods and we're working hard to cover our customers normal monthly usage levels.
We're just coming out of the Chinese New Year holiday so U.S. distributors should have already placed extra orders to get through this time. Those containers are on the water. But, the virus has extended the plant closures.
The Chinese tariffs hit these items early on and manufacturers were already visiting potential sites to move some production capacity to other countries. But, plant start ups take time.

I order viruses for my research lab from China. They called me last week saying my orders will be delayed for a while due to the outbreak situation.
