Just do what the Feds have done in south Texas: pay way over market rates to reserve an entire hotel and let them live there. Then, make a contract with a local restaurant to prepare and deliver food to the hotel three times a day. The restaurant closes its doors to local diners and 100% of the business is hotel delivery.
