Looks like a terrorist attack to me. When a similar attack happened in France years ago, it was immediately labeled as such.
Also, CNN refuses to talk about the race aspect of this event, but seems to mention it in every other story they report on.

I'd need a lot of evidence to prove it wasn't domestic terrorism after seeing the videos and the knowledge one person killed 5 and put over 40 in the hospital.
45 victims screams terrorism.
