I don’t doubt this is happening, but I’m not clear about the mechanism to get the money.
Real world example: a person below FPL signs up for a plan that costs $1100/month. The federal government provides $1000/month of that as a subsidy, but A) the subsidy is paid to the insurance company, not the member, and B) the member has to pay $100/month for the privilege.
So how is the government money being fraudulently obtained by enrolling people who don’t exist?
