From what I saw in a couple of articles (for whatever that's worth), I think you theoretically CAN refuse to comply with a congressional subpoena, but you have to give a written reason as to why. And, of course, I imagine your response has to be one where refusal is allowed.

My question is did Mueller even do that?

I know I can come across as the proverbial “skipping record “ but this is extremely important. If the American people did not learn where we are as a country after Hillary Clinton’s blatant corruption was covered up by the FBI/DOJ we all deserve what’s coming our way.

The American people need to drop their political bias and understand how serious the Hillary Clinton private email server and destruction of subpoenaed evidence was to the integrity of the country’s justice system....., these Deep State Skunks threw the law of the land on the ground and proceeded to piss all over it!

And I will challenge any Prog/Dim to disagree with my statement,
