I’m black, and delayed gratification isn’t exactly one of our strengths. There’s zero chance a hood rat would care about this program, because if they can’t cash in that $10,000 on day 1, then the money may as well not exist. I think it would be a great idea.
Allow, them to pay it back with interest.
Imagine how much it would grow when they reach working age.
Then once they enter the workforce,they can start make payments on the original principle and the goverment would get low the low interest rate on it.

Your talking about it would be worth about 30k by the time they are 21.
Everyone knows SS is a joke for what you pay into it.

The S&P would be over priced after the first year. Then down the road when the program ends the price would crash.
