Article I, Section 10, Clause 3:

No State shall, without the Consent of Congress, lay any Duty of Tonnage, keep Troops, or Ships of War in time of Peace, enter into any Agreement or Compact with another State, or with a foreign Power, or engage in War, unless actually invaded, or in such imminent Danger as will not admit of delay.

The Compact Clause prohibits states from entering into any Agreement or Compact with another State or with a foreign government without the consent of Congress. Whereas other provisions in Article I, Section 10 categorically deny states certain powers, the Compact Clause allows states to retain what the Supreme Court has described as the sovereign right to make agreements and compacts, provided Congress consents.

18 states plus DC have all signed onto this national compact. It started in 2006.

As of April 13, 2026, the National Popular Vote Interstate Compact has been enacted into law in 19 jurisdictions possessing 222 electoral votes, including

6 small jurisdictions (Delaware, Hawaii, Maine, Rhode Island, Vermont, and the District of Columbia),

10 medium-sized states (Colorado, Connecticut, Maryland, Massachusetts, Minnesota, New Jersey, New Mexico, Oregon, Virginia, and Washington), and

3 big states (California, Illinois, and New York).

The National Popular Vote Interstate Compact will take effect when enacted into law by states possessing 270 electoral votes (a majority of the 538 electoral votes). That is, the Compact will take effect when enacted by states possessing an additional 48 electoral votes.

Virginia needs to secede from the NOVA region. That’s probably the only way they’ll get another GOP governor into office.

Ok so they're literally just disenfranchise their entire state of voters? Am I understanding correctly?

Guess we'll find out someday.

But I can tell you if I were a soon to be disenfranchised citizen voter in one of these states, so politicians would be having some sleepless nights.

The EC is there for a reason. WTF is wrong with them?

This will water down votes from middle America.

This will backfire and it will be spectacular when it does.

Wouldn't it be glorious if CA, NY and VA had this law in place for the 2028 election and a Republican wins by a landslide?

The gnashing of teeth and wailing at the moon would be of spectacular, epic proportions.

This woman may single handly be the best thing for the Right....if only the Right could message. They'd open the eyes of enough center left folks to how anti-American and evil scum the Democrats are.

We want every blue state to do this. VA hasn’t gone red in an election since W.

Had this been in place last cycle, Trump carries VA too. This will come to hurt them before it hurts us.

No fricking way founders/ratifiers intended for a state to tie its electoral votes to the votes of other states.

I mean if thats what they wanted then never would have put the EC in place at all.

I think that's the wrong way to look at this.

It will usher in an actual tyranny of the majority.

Fun if we win, not so much if we lose.

Plus, believe it or not, I have no desire to rob a state of their votes- even if the retards vote blue.
