I don’t have to jump through hoops to argue it. There is not one civilized nation that practices that. The reason is that it is barbarism. It also has no deterrent effect.
If you want to stop rape and murder there is a proven way to do it; you target petty crimes that give the appearance of lawlessness. When you clean up the graffiti, turnstile jumping, shoplifting and loitering the major crimes get greatly reduced.
