It's been below replacement for years. I believe all ethnic groups in the US are below replacement now. White Americans have had birth rates below replacement since 1979.
There hasn't been a policy that has worked to raise birth rates in any country. That's included things like banning abortion (like in Romania in 1967, which raised rates for a couple of years before they fell back to pre-1967 levels), free childcare, paying people to have children, and other measures.
Raising birth rates will be the real issue for politicians of many countries going forward in the 21st century.

Allowing tuition to skyrocket to unreasonable levels and providing student loans to literally everyone, thus creating unsustainable levels of debt is a sure way to discourage young people from starting families until later on.

Wages haven’t kept up with inflation hence the working class can’t afford to have as many kids as they used to.
One baw with a blue collar job used to be able to have a nice house, decent car, plus cloth and feed his 5 kids and allow the wife to stay home. That doesn’t exist anymore

Why do you say this? We are below the replacement rate and dropping further. The main group having a substantial amount of kids are immigrants. This has major demographic and economic consequences. We need young people for jobs, taxes, and keeping SS afloat.
This is a direct result of modern feminism. Motherhood has lost its shine while being independent and career oriented is greatly emphasized to girls growing up. I certainly don’t have a problem with girls blazing their own path as they age but there will be consequences in the whole.
We need policies that incentivize working people to have more children.

I think it has more to do with student loan debt and how ridiculous tuition has gotten. I personally do not want children until I can afford to take care of one.

tl;dr - we should be discouraging people from reproducing if they do not have the means to support their progeny. And we should adjust our economy to reflect a slowdown in population growth rather than trying to forestall the inevitable by flooding the lower quintiles with warm bodies from impoverished nations.

Disagree. Under this economy plumbers, electricians and tradesmen make good money if they stay sober/drug free. When I was in Virginia Beach, there were radio ads put out for people who wanted to get into plumbing by one company... they promised full benefits and a $80k salary even with no experience.
The economy is as good as it has ever been in the past 40 years.
People are not having as many kids overall, because everyone wants to live the easy life in their 20s and date around. Or they see their career as more important than kids. Our values have shifted.
