She can in fact keep him from speaking to the House. Trump should simply send a written State of the Union to the House and deliver a speech to the Senate.

President Trump needs to stand in the chambers and deliver this address in front of the people who despise him. The optics of it needs to be seen by the people. She's trying to prevent the democrats from being seen by the public as the bitter, hateful entity they are.
