I've always said that hunger is a great motivator. Just make sure those with some assets have weaponry to protect themselves from the thieves.

Actually it is. People in these places would probably have resolved their conflicts that keep them constantly at war with each other instead of growing food and prospering. The US aid gives them a false lifestyle that can be had without facing their societal problems. In short, we addict them to our aid.
Cut off the aid. There will be a period of suffering, but that path is the only one that will eventually lead them to normalcy - or not. Maybe it will lead them to extinction as has been the case with other primitive peoples. That’s okay too.
The sign in the national parks is instructive. It says something like -
“Don’t feed the animals. They will become used to it and lose their ability to feed themselves.”

The American people were always the most generous people on earth - I grew up in the acute aftermath of the Great Depression = Nobody got 'welfare' unless they were totally disabled. Everyone actually looked out f or their neighbors. Charity was personal - you gave what you could and the recipient demonstrated gratitude.
IF there were wannabe freeloaders, they wouldn't last long - have to move along to find new people to scam.

We should not be just giving money (funds) away. If they need something, we should give them that thing that they need. the US does have surplus food such as grain and corn, etc. give them that but don’t give them cash.

Well... it was starving, then malnourished, then under nourished, then hungry... now it's food insecure. As in, they have food now but may or may not have enough food next week.
The term is also used stateside to justify feeding free meals twice a day to families of school kids over the summer break. In my area, over the summer it used to be anyone could show up for free food at school, didn't have to prove you were in district or that you even needed it.
