He doesn’t have to win as much as force Biden to spend there.
Trump can use various means other than campaign cash to campaign there.
Team Biden doesn’t have that option for a variety of reasons including him being locked in a basement and their potential surrogates there (AOC, Cuomo and DeBlasio) are exactly WHY the state could flip.
