So if they decide to not pay the fine. Can they city legally shut their business down? Say they decide to say "frick the fine" will the city send them to jail? Really? For how long? If so, this is a horrible, horrible precedent to set.
How people allow fricknuts to get elected and pass these types of laws blows my mind. How people don't go to city hall meetings and organize against this shite blows my mind. They wait until the shite is up in their business and money, then they want to fight.

How do you KNOW this? Could it be that nobody gives this any airplay nor attention if they did refuse thus it happens but never is noted due to the low key nature of the refusal?

Right, you'd have to know the couple coming in for a cake who were remarrying. Then what? You think they couple are going to sue you over it? I'd be surprised if they did. Or even if the city would even put any fight into forcing them to comply.
