Fancy way of saying multi-faceted. In other words, there will be specific sectors, specific areas, and a specific set of conditions under which economic activity can be resumed. Depending on how restrictive the guidance is, this could be good news, or it could be bad news. I trust THE MAN is gonna have a hand in it and will argue forcefully for the good of The American People and American Industry and Commerce.

Meaning to not look at big swaths of data together, but to separate all the bits and get down to the texture of them bit-by-bit. The nation is looking down to counties. The states should be looking down to communities. The locals should be looking at individual neighborhoods.

A lot of states have already formed regional partnerships for re-opening. I would expect most to follow. Partnering with other states will allow them to stand a little firmer.

Maybe you're happy with a Republican president telling you that you can't visit dying loved ones in the hospital, can't worship how you want, can't go to bars, can't have youth sports, etc etc. I'm not.

1) A state has to have a downward trend of 14 days in cases of flu like and covid like symptoms

2) downward 14 day trend of documented cases or percent of positive to negative

3) hospitals have "robust" antibody testing and "treat all patients without critical care".


#2 seems the easiest as you could just test more symptom free people. #1 Will be the hardest to have a downward trend across 14 days BEFORE beginning phase 1. Not sure how many states would qualify right now. I really don't know what treating "all patients without critical care" means.

Relax. Those are guidelines and recommendations. Not edicts.
