I have no idea what you mean by "they will just wait it out" until the next president. You cant just wait it out when your visa has expired, well unless you want to do that waiting in El Salvador.....
You are right, Trump did little to stop the skirmish with Pakistan, though he probably did tell Modi "cheap no good and good no cheap" when it comes to those shatty french "fighter" jets, better known as "scrapyard" jets.
I highly, highly doubt Trump did this cause Modi said Trump did not help with the peace. Its Occams Razor, if you have been listening to conservatives, the number one issue was immigration, within that, open border AND the visa program abuse. Trump has the headwind to ruffle the IT community and bank a boatload of cash in the process.
Dont overthink this, its a pretty good fix, and very profitable.
