Usually when someone makes a bombastic claim, yes — you expect them to be able to substantiate it.
If he doesn’t have evidence what is the statement exactly?

Requiring votes on changes to trade policy means no wiggle room for rug pulls or market manipulation & actually gives more weight to threats of sanctions.
