That’s the point. Experimental drugs don’t do that as a general rule. If they do, they get approved.

This differs from normal, approved medication how exactly?
I’m guessing you want the government to step in and make personal decisions for people? The patient is terminally ill, the patient wants to try and pay for an unapproved medication. Why does the government have any right to tell them they can’t?

They have to go through a lengthy process before they can get approved. It takes an average of 12 years to be approved. That is time that a lot of terminal patients don’t have. If a patient is fully informed of the potential side effects, then there is no reason they should be denied the opportunity to save their lives.
