No it doesn't. This is for employers that employ less than 50 people. Now what they can do is partner up with other small business owners kind Of like a co-op.
If you are able to take part in this you can receive "cheaper" insurance because your maximum coverage amount will be smaller. It also reduce the time frame of coverage.
its a good plan if you are young single and healthy, but Not so good if you have a child that becomes sick. Its kind of like having liability insurance on a car

This EO will probably be in the court system for a while. Then if it is considered constitutional it will take a few years to go in affect.

An EO isn't automatically unconstitutional. The ACA gives the President the broad authority to make certain changes to the law itself without Congress, no such law gave Obama authority to grant illegals the right to not be deported. SOme argue that DACA was just a pardon, which obviously the POTUS can do, but a pardon doesn't mean you can continue breaking the law.

I agree, but I think if it is as successful as they think it will be, it'll be hard for anyone to repeal it. And it would probably be added to some bill just so senators could try to take credit for it eventually as well.
