They, like the USA have taken monetary moves to manipulate the value of the currency against some currencies
Now suddenly, they face a major economic challenge. Will the CPC revert to bad habits? The Chinese economy is opaque (meaning bullshite CPC numbers are unreliable). So currency manipulation, if the CPC recidivates to it, will not necessarily be immediately discernible.
Re: Trump's refusal to officially name China a currency manipulator, why would he? It would be a needless insult to China, and it's six & 1/2 dozen for Trump.
If the CPC devalues its RMB, China will be paying for the tariffs just as Trump said they would. If not, they will first lose business d/t cost of exports, then they'll lose businesses d/t relocation. Either way, pressure is there to come to the table.
