Is every company that does business in mother Russia dirty?

Russian law requires that a foreign company doing business in Russia must have a Russian enterprise as a business partner and the Russian partner must own majority interest in the business. Without that partnership the business will not be able to obtain the myriad of licenses and permits in order to operate.
