It’s more the combination of both. A lot of those AI developers are currently coming from India. Because it is cheap.

FYI, as has been proven recently, if you stop or make H1B more costly, the tech companies will just build centers in India. Bengaluru is known as the Silicon Valley of India and it is growing
Outside of massive tariffs on tech companies, there is no other way to stop them from offshoring and Congress is trying to take away Trump's tariff authority because they are all bought and paid for but Trump will get the blame by people like you and the OP

Man... remember when Supreme court candidates couldnt define a woman, once proudly boastful sanctuary cities were crying about actually being a sanctuary, cities were on fire for riots, people were being arrested for being alone on a beach, people were forced to take vaccines they didn't want, the president was falling up stairs, world leaders were having to corral the US president, afghan people were falling off US transport planes, terrorists were handed billions of US assets, 9% inflation rates, high energy prices due to agenda alone, bailing out deadbeat student loan borrowers with tax money of people who either could not afford college or paid theirs off as agreed, having trannys in appointed roles, pathetic labor force participation rates, tranny and gay flags on embassies, mumbling out loud what was said in his earpiece "suuhloot tha Marines..", and beating Medicare.

That’s a great list of things that he said he would do. If anything, I think Trump overestimated himself (which shouldn’t be difficult to believe at all), and many of those things are going to be difficult, if not impossible, to achieve because of the opposition from the political ruling class, I.e. the uniparty and the money behind them.

You people want to argue how bad Trump is but when faced with what is actually happening and how Congress, judges, etc., all stop him, you can't form a counterargument.
Everything I have said is happening.
Google, IBM, Microsoft, and others have all announced massive investments in AI centers in India recently.
All 3 of those have also recently laid off thousands of Americans
Trump can limit H1B, but outside of discouraging offshoring somehow, you are not going to stop tech companies from hiring cheaper Indians.
One way would be through tariffs but Congress, partially led by a Massie-backed bill, is trying to take away Trump's tariff powers.

There are those who are going to vote for Trump's endorsements regardless. But most people are going to vote their pocket books. But if we are talking mid terms, there are extremely blue districts and extremely red districts. Those aren't really in play. Pocket books will determine the toss ups.
