What I mean, is how to you arrest the people at NGOs like Catholic Charities or McCain Institute or Atlantic Council or Ford Foundation, etc. just for applying for USAID and receiving it?
I know that these NGOs are fricking over the American tax payers but it appears to be legal frickery.
