First of all they aren’t “goat herders taking potshots. They’re launching drones from hundreds of miles away. This makes it riskier for shipping companies to transit. If we truly “controlled” the strait then shipping would be coming and going at will without regard for Iranian interference. Those are simply facts.

Do we control whether Iranian ships or ships bound for Iranian ports transit or not? Sure. But we do not completely control the strait because if we did Iran would have zero influence on ship passage, which they clearly do.

So in order to completely control the straits you just have to fire a drone from hundreds of miles away, but if you determine who actually makes it through or not you don't.

Yes but they’re fairly easy to shoot down once spotted. The problem is we don’t have many US naval vessels in or around the strait to my knowledge. The “facilitating” of ship passage is done by ISR and aircraft trying to spot the drones. I imagine mostly helicopters and light fixed wing aircraft are shooting most of them down.
